As Mr. Miller has previously advised, California Utilities are not capable of generating the required renewable energy required through In-State generation. Very important filing by Bonneville Power Authority regarding requirement for more balancing services (AKA Natural Gas Peaking Generation) due to intermittent wind energy load creating imbalances on BPA's transmission system and lobby to allow California Utilities to use "Non-California based hydro generation" to qualify under renewable energy mandates through unbundled transferable renewable energy credits.
