Mr. Miller brought attention to the "Phantom Contract Costs" to subsidize wind, solar and other wholesale renewable energy, which would ultimately become the burden of ratepayers. All of the proposed renewable energy projects in the US must ultimately get approved by individual Public Utilities Commissions at each State, which will then substantially increase electricity rates for consumers.
